Regional Public Finance for SDGs Specialist

About the role

The UNDP Sustainable Finance Hub's Public Finance for SDGs (PF4SDGs) portfolio supports governments in strengthening public finance systems for sustainable development, working with Ministries of Finance, Planning and line ministries. The Regional Public Finance for SDGs Specialist reports to the Head of Public Finance for SDGs in Madrid, with a matrix line to the Regional Advisor for SDG Finance in Latin America and the Caribbean in Panama, and contributes to the Regional Programme for LAC (2026-2029) and the LAC Facility.

Key responsibilities

• Provide strategic and technical support to the Regional Hub and SFH for PF4SDGs implementation, working with Country Offices and regional teams
• Support Country Offices in advising Ministries of Finance and Planning, including work on Integrated National Financing Frameworks and financing strategies for SDGs, NDCs and NBSAPs
• Help draft and review Terms of Reference, concept notes, technical reports and backstop country-level interventions
• Guide research and analysis of public finance reforms using PF4SDGs analytical tools and the fiscal policy coherence process
• Facilitate dialogue and coalition building with government, donors, civil society and the private sector
• Develop frameworks, methodologies and tools for PF4SDGs, and support TIWB (Tax Inspectors Without Borders) initiatives
• Conduct research on tax, fiscal policy, public financial management and debt management, and produce policy papers, case studies and knowledge products
• Contribute to UNDP publications, document lessons learned, and support communities of practice and training
• Support advocacy, dissemination of results and preparation of briefing notes for senior leadership
