Administrative Officer

About the role

The United Nations Environment Programme (UNEP) Regional Office for Latin America and the Caribbean (ROLAC) in Panama is seeking an Administrative Officer. Reporting directly to the Regional Director, the incumbent will support human resources, budget and finance, and general administration functions across the office.

Key responsibilities

• Coordinate the full spectrum of HR activities, including recruitment, placement, promotion, performance appraisal, staffing table control, and compliance with UN Staff Rules.
• Advise senior management on conditions of service, contractual modalities, and HR risk management.
• Lead the preparation and implementation of HR work programmes and budgets, ensuring alignment with organisational priorities.
• Conduct studies to improve budget reporting systems, monitor allocations, and produce regular financial reports.
• Maintain policies, procedures, and tools for sound financial management and control.
• Oversee procurement, travel, transport, and communications support services.

Required profile

• Proven experience in human‑resource management within an international or multilateral organization.
• Strong knowledge of UN staff regulations, recruitment processes, and HR budgeting.
• Ability to analyse financial data, prepare budgets, and monitor expenditures.
• Excellent organizational and coordination skills, with a focus on integrity, diversity and inclusion.
