Specialist Advisor IV – Maritime Counter Narcotics Operations

About the role

The Specialist Advisor IV – Maritime Counter Narcotics Operations Advisor provides expert guidance on maritime counter‑narcotics strategies, operations, and inter‑agency coordination to support regional security and law‑enforcement objectives. This full‑time, on‑site position is based in Panama and works closely with local and international partners.

Key responsibilities

• Advise partner organisations on best practices for detecting, deterring and disrupting illicit maritime trafficking.
• Review and improve operational plans, tactics, techniques and procedures.
• Facilitate information sharing with maritime, military and law‑enforcement counterparts.
• Develop training materials, exercises and support capacity‑building initiatives.
• Draft analytical reports, briefings and contribute to risk assessments.
• Support program‑management activities to ensure alignment with client goals and regulatory frameworks.

Required profile

• Demonstrated expertise in maritime operations, counter‑narcotics or related security fields.
• Experience advising senior leaders in complex, multinational environments.
• Strong analytical, reporting and briefing skills with the ability to present complex information clearly.
• Proven ability to collaborate with government, military and law‑enforcement partners.
• Professional proficiency in English; Spanish or other regional languages highly beneficial.
• Bachelor’s degree in international relations, security studies, maritime studies, criminal justice or related field; advanced degree or certifications a plus.
