Program Management Director

About the role

AECOM is seeking an experienced Program Management Director to lead a multi‑billion‑dollar rail infrastructure program in Panama. The role provides technical leadership, strategic direction, and ensures safe, ethical execution across the program lifecycle.

Key responsibilities

• Lead and manage a mega‑scale rail infrastructure program, overseeing scope, budget, schedule, contract administration, claims and quality compliance.
• Provide technical leadership and strategic direction globally, driving innovation in program management methodology.
• Identify high‑risk areas, implement mitigation actions, and ensure robust risk management, status reporting and issue resolution.
• Advise clients on delivery models (PPP, DB, DBFOM, progressive design‑build, alliance) and mobilize resources for all program phases.
• Support talent attraction, retention, and development, contributing to global learning and people‑development strategies.

Required profile

• Bachelor's degree in an engineering discipline.
• 15+ years of program management experience, including at least 6 years in senior leadership of large passenger rail projects or programs valued over $500 million.
• Proven track record delivering complex, high‑risk, high‑value programs and managing multi‑disciplinary interfaces.

Required skills

• PMI‑PgMP, APM‑RPP or CMAA‑CCM certification (or equivalent).
• Strong technical capability across design, planning, construction, operations and maintenance of rail infrastructure.
• Extensive experience with collaborative delivery arrangements and public‑sector stakeholder management.
• Deep knowledge of rail standards, transit‑oriented practices and relevant industry guidelines.
