Education PPP Analyst Consultant

About the role

The IDB Group seeks a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. You will build a comprehensive database, develop a methodological framework, and produce actionable insights for policymakers.

Key responsibilities

• Compile and maintain a database of education PPP projects and traditional public procurement cases.
• Review literature, evaluations, and evidence on education PPPs, summarising risks, lessons learned, and infrastructure characteristics.
• Define and validate variables and indicators to assess PPP effectiveness (cost, time, administrative and pedagogical performance).
• Design a Value‑for‑Money (VfM) methodology comparing PPP and traditional procurement scenarios.
• Create a practical evaluation tool with a user guide.
• Conduct a diagnostic case study in a selected country, applying the methodology and documenting results.
• Prepare, validate, and support the publication of findings with the IDB and stakeholders.

Required profile

• Master’s degree in Economics, Engineering, Business Administration, Public Policy or a related field; doctoral or postgraduate studies are a plus.
• At least 5 years of professional experience designing, monitoring, or evaluating public policies, preferably in education PPPs.
• Strong analytical mindset with experience in econometric methods and data‑driven evaluation.
