Director, Country Office

About the role

The Director, Country Office leads UNOPS’s country presence, providing strategic leadership and operational oversight to deliver sustainable results and strengthen partnerships. Reporting to the Regional Director, the role represents UNOPS at the highest level in the assigned country and ensures alignment with the organization’s mandate and the Sustainable Development Goals.

Key responsibilities

• Provide people leadership, fostering a culture of trust, empowerment, accountability, diversity and zero tolerance for misconduct.
• Recruit, manage and develop a flexible, diverse workforce with the competencies needed for optimal performance.
• Develop and implement the Country Office strategy, set priorities, and oversee the portfolio of engagements.
• Manage operational risks associated with the portfolio and ensure delivery of the UNOPS strategic plan through the annual country plan.
• Engage with partners, stakeholders and high‑level forums to promote UNOPS visibility and impact.
• Ensure compliance with UNOPS policies, standards and protection mechanisms.

Required profile

• Extensive senior leadership experience in development, humanitarian or public‑sector environments.
• Proven track record of managing multi‑disciplinary teams and complex portfolios.
• Strong understanding of UNOPS policies, governance and risk‑management frameworks.
• Excellent communication and representation skills for high‑level stakeholder engagement.
• Commitment to diversity, inclusion and the highest standards of conduct.
