Officer, Cash and Voucher Assistance

About the role

The Cash and Voucher Assistance (CVA) Officer will support the implementation, monitoring and quality assurance of cash and voucher programmes for the IFRC emergency response in Panama, ensuring compliance with IFRC standards, donor requirements and Panamanian law.

Key responsibilities

• Apply IFRC procedures to plan and deliver cash assistance, including beneficiary registration, targeting, verification and transfer.
• Support the use of digital CVA tools, maintain data quality and confidentiality, and troubleshoot platform issues.
• Monitor payment processes, coordinate with financial service providers and ensure accurate, auditable documentation.
• Provide technical guidance, training and coaching to Panamanian Red Cross staff and volunteers on CVA tools and SOPs.

Required profile

• University degree in Disaster Management, Social Sciences, Economics, Business Administration, International Development, Project Management, Humanitarian Action, Finance or related field.
• 1‑3 years of experience in cash and voucher assistance or humanitarian programming.
• Knowledge of CVA principles, protection, gender and inclusion considerations and emergency response cycles.

Required skills

• Strong proficiency in Microsoft Excel.
• Experience with digital information systems and payment platforms.
• Analytical and problem‑solving abilities for data management and reporting.
