Information Systems Officer

About the role

The Information Systems Officer will support the Office of the High Commissioner for Human Rights (OHCHR) Regional Office in Panama, working within the Information Management and Technology Section. Reporting to the Head of Global IT Services, the incumbent will help design, implement, and maintain moderately complex IT systems and digital platforms.

Key responsibilities

• Manage projects that include feasibility studies, requirements analysis, implementation, roll‑out and support of new IT services and infrastructure upgrades.
• Develop detailed system specifications, process documentation, standard operating procedures, implementation plans and user documentation.
• Provide specialized advice to users and regional offices, translating requirements into new services, workflows, and integration solutions.
• Maintain, upgrade and enhance existing user systems, troubleshoot issues and ensure continued effectiveness.
• Administer applications, workflows, service catalogue items and scripts, ensuring data security and compliance with ICT standards.
• Organise and perform unit, integration, regression and user‑acceptance testing, preparing test cases and supporting post‑implementation activities.
• Create training materials, user manuals and SOPs, and train staff on system use and cybersecurity practices.
• Contribute to disaster recovery, business continuity and operational resilience planning.
