National Specialist in Adaptation Planning

About the role

The United Nations Environment Programme (UNEP) is seeking a National Specialist in Adaptation Planning to support the implementation of the National Adaptation Plan (NAP) project in El Salvador. The consultant will work closely with UNEP and the National Project Coordinator to integrate climate adaptation into national and sectoral planning processes.

Key responsibilities

• Provide evidence‑based information and coordinate meetings, workshops, trainings, webinars and other events at the sub‑national level.
• Develop and operationalise a monitoring and reporting system for NAP activities, including quantitative and qualitative indicators aligned with NAP objectives.
• Identify and document lessons learned from sub‑national implementation.
• Guide communication mechanisms and channels to disseminate information to local stakeholders.
• Design and deliver capacity‑building programmes, including Training‑of‑Trainers approaches.
• Facilitate stakeholder engagement and ensure gender‑responsive approaches in data collection and knowledge sharing.
• Support periodic review of the NAP to assess effectiveness and institutional ownership.

Required profile

• Proven experience in climate adaptation planning and familiarity with National Adaptation Plans.
• Strong coordination and communication abilities with UN agencies and national stakeholders.
• Experience in designing monitoring and reporting frameworks and delivering training programmes.
• Ability to incorporate gender‑responsive and inclusive approaches.
