GCF Projects Specialist Consultant

About the role

The United Nations Environment Programme (UNEP) is seeking a specialist consultant to support the implementation and closure of two Green Climate Fund (GCF) readiness projects across Latin America and the Caribbean. The role focuses on carbon‑market capacity building and the development of a regional green hydrogen economy.

Key responsibilities

• Provide technical information on project progress, budget expenditure, procurement and hiring processes for the GCF projects LAC‑RS‑019 and LAC‑RS‑018.
• Review, edit and quality‑check technical reports prepared by local consultants in the energy sector.
• Guide and mentor local and international consultants to ensure effective project delivery.
• Support the technical implementation of the green hydrogen project (LAC‑RS‑018) in Bolivia, Chile, Trinidad and Tobago, and Uruguay.
• Research green hydrogen, sustainable energy innovations, financing and policy, and translate findings into actionable recommendations for governments and decision‑makers.
• Organise and deliver online and face‑to‑face training activities as part of the H2LAC platform.

Required profile

• Relevant academic background in environmental science, energy policy, climate finance or a related field.
• Demonstrated experience working on GCF or similar climate‑finance readiness projects.
• Proven ability to work across multiple countries and coordinate with diverse stakeholder groups.

Required skills

• Technical writing and report editing.
• Analysis of procurement and hiring processes.
• Research on carbon markets, Article 6 mechanisms and green hydrogen technologies.
