GCF Concept Note Development Consultant

About the role

The United Nations Environment Programme (UNEP) seeks a consultant to develop a Green Climate Fund (GCF) concept note for a green hydrogen project in Trinidad & Tobago. The assignment supports Outcome 4.3 of the GCF Readiness project, translating a detailed prefeasibility study into a high‑quality financing proposal.

Key responsibilities

• Review the Trinidad & Tobago prefeasibility study and related national documents.
• Engage with the National Designated Authority, ministries, project proponents and prospective Accredited Entities to validate project ownership and financing needs.
• Assess the most suitable GCF pathway (e.g., Simplified Approval Process, Direct Access RfP, Project Preparation Facility).
• Prepare the concept note using the GCF template, incorporating climate rationale, theory of change, project components, financing structure, environmental and social considerations, gender responsiveness, risks and sustainability.
• Incorporate feedback from UNEP and national counterparts and deliver a final report in English.

Required profile

• Bachelor’s degree in engineering, energy, public policy or a related field (required).
• Master’s degree in a relevant discipline (required).
• Minimum five years of professional experience supporting energy, transport or infrastructure projects/policies.
• Demonstrated experience preparing GCF concept notes or comparable climate‑finance documents (desirable).
• Experience with green hydrogen projects, climate‑change initiatives in developing countries, and engagement with NDAs, GCF Accredited Entities or multilateral development banks (desirable).
• Fluent English; Spanish fluency is a plus.
