Technical Expert – Climate Finance & GCF Processes (Consultant)

About the role

The United Nations Environment Programme (UNEP) seeks a Technical Expert to lead the final diagnosis and reporting for the GCF Readiness Project in Costa Rica. This short‑term consultancy will produce a comprehensive implementation plan, outline next steps, assign responsibilities, and provide recommendations for future readiness planning.

Key responsibilities

• Maintain strategic communication with the Ministry of Environment and Energy of Costa Rica, organize follow‑up meetings and document agreements.
• Prepare the final executive report for the National Designated Authority (NDA), including implementation plans, task allocations, and readiness recommendations.
• Provide technical inputs to the NDA throughout the project timeline and validate required information.
• Develop support materials such as technical presentations, abstracts, and one‑page briefs for stakeholder communication.
• Submit all deliverables to the Programme Management Officer on Sustainable Finance for the LAC region for quality control before external review.

Required profile

• Proven experience in climate finance and familiarity with Green Climate Fund (GCF) processes.
• Ability to coordinate with government ministries and document technical agreements.
• Strong report‑writing skills and capacity to produce concise technical communication materials.
