Water Resources and International Waters Expert

About the role

The FAO Subregional Office for Mesoamerica is seeking a Water Resources and International Waters Expert to provide technical support for the GEF‑funded Cuenca al Mar (CAM) project. Based in Panama, the consultant will work closely with the Central American Commission for Environment and Development (CCAD) and other regional partners to ensure smooth project execution over its five‑year lifespan.

Key responsibilities

• Support implementation and operationalisation of the CAM project, including contributions to the Annual Operational Planning (AOP).
• Coordinate with the executing agency (CCAD) and co‑executing entities in SICA countries.
• Participate in the Project Steering Committee and provide oversight of all project activities.
• Conduct comprehensive technical reviews of disbursement requests, progress reports, meeting agendas, terms of reference, contracts and other deliverables.
• Verify technical coherence of documents against the project logframe, performance indicators, GEF and FAO standards, and formulate concrete observations.
• Establish and maintain strong professional relationships with all partners and support the Land and Water Officer and the CAM team.

Required profile

• Proven expertise in water resources management and international waters governance.
• Experience working with GEF‑funded or FAO‑related environmental projects.
• Ability to conduct detailed technical reviews and ensure compliance with project frameworks.
• Strong communication and partnership‑building skills across multi‑country contexts.
• Willingness to travel within the region as required.
