Senior Technical Consultant – Brazilian Emissions Trading

About the role

The United Nations Environment Programme (UNEP) seeks a Senior Technical Consultant to lead the development of a sectoral baseline study for Brazil's chemicals sector. The work will directly support the Ministry of Finance and the Secretaria Extraordinária do Mercado de Carbono (SBCE) in designing sector‑specific carbon regulations and linking them to the Brazilian Sustainable Taxonomy.

Key responsibilities

• Map the organic and inorganic chemicals sector, identify facilities exceeding 10,000 tCO₂e and 25,000 tCO₂e thresholds, and define the regulatory perimeter.
• Produce a preliminary emissions baseline for the sector to inform SBCE regulatory design.
• Develop sector‑specific emission factors, carbon‑intensity benchmarks, and MRV (Measurement, Reporting, Verification) protocols.
• Conduct a gap analysis between existing data and the requirements of the SBCE and the Sustainable Taxonomy.
• Coordinate with Brazil’s Ministry of Finance, the SBCE Permanent Technical Advisory Committee, UNEP FI LAC Policy team, and other senior consultants to ensure methodological consistency.

Required profile

• Advanced degree in environmental science, engineering, economics, or a related field.
• Extensive experience (minimum 8 years) in emissions accounting, carbon markets, or sectoral baseline studies.
• Proven ability to work with government agencies and multilateral institutions.
• Strong analytical and report‑writing skills, with fluency in English.
