Procurement Officer – Humanitarian Supply Chain

About the role

The Procurement Officer supports the IFRC’s humanitarian operations by managing the procurement of goods and services across emergency programmes. Reporting to the Regional Operational Procurement Manager, the role ensures value for money, compliance with global standards and timely delivery of supplies.

Key responsibilities

• Execute operational and tactical procurement in coordination with regional and global sourcing teams.
• Prepare and issue purchase orders, monitor supplier performance and maintain audit‑ready documentation.
• Provide technical reviews for National Society tenders and act as IFRC observer in NS purchases.
• Collect market data, perform supplier due‑diligence and support the implementation of Local and Regional Framework Agreements.
• Deliver reports, analysis and performance tracking to procurement management.

Required profile

• University degree in Business, Logistics, Economics, Engineering, Finance, IT or related field, or equivalent professional experience.
• Minimum 3 years of experience in complex supply‑chain or procurement operations, preferably in humanitarian or international settings.
• Fluent in written and spoken English and Spanish.

Required skills

• In‑depth knowledge of international procurement practices and legal aspects.
• Strong commercial acumen, negotiation skills and ability to work under tight deadlines.
• Technical proficiency with ERP procurement modules and ability to provide ERP support.
• Excellent problem‑solving, communication and stakeholder‑influence capabilities.
