Stakeholder and Partnership Consultant

About the role

The Stakeholder and Partnership Consultant will support the Ministry of the Environment and UNEP in coordinating and implementing a Green Climate Fund‑funded project aimed at strengthening Panama’s National Adaptation Plan (NAP) and its Nationally Determined Contributions (NDCs). The role focuses on fostering strategic partnerships, enhancing multi‑sectoral governance, and ensuring inclusive stakeholder engagement that respects gender and social safeguards.

Key responsibilities

• Coordinate synergies among project actors, maintain communication channels between the NDA, implementing entity, UNEP, and the Project Management Unit.
• Organise and facilitate meetings, workshops, trainings, field visits and consultations with government agencies, private sector, academia, NGOs and civil society.
• Provide technical input on partnership platforms, identify gaps in existing collaborations and propose strategies to close them.
• Develop and disseminate adaptation policy briefs tailored to diverse stakeholder groups, including indigenous communities and youth.
• Identify and engage new innovative stakeholders to enhance national ownership of adaptation initiatives.
• Develop stakeholder and partnership reports with indicators and metrics to measure adaptation progress against NAP and NDC frameworks.
• Support the integration of NAP priorities into public sector budgets and contribute to the preparation of financing strategies and concept notes for the Green Climate Fund.
