PSEA Risk Assessment Consultant for UN Operations in Panama

About the role

The United Nations Resident Coordinator System in Panama seeks an experienced consultant to conduct a comprehensive PSEA (Protection from Sexual Exploitation and Abuse) Risk Assessment. The assignment will support UN agencies and the Panama PSEA Network in identifying, prioritising, and mitigating risks of sexual exploitation and abuse across national and regional operations.

Key responsibilities

• Perform a situational analysis of organisational, operational and contextual factors that create vulnerabilities to sexual exploitation and abuse.
• Review PSEA policies, codes of conduct, training records, HR data and other relevant documentation.
• Design and implement a risk‑assessment methodology using surveys, interviews, focus groups and stakeholder consultations.
• Facilitate meetings with PSEA focal points, senior management, HR personnel and UN entity representatives.
• Identify, document and assess risk factors related to context, office characteristics, staff knowledge, security arrangements and community interaction.
• Analyse qualitative and quantitative data to produce a risk matrix with priority risks, mitigation measures, responsible actors, timelines and monitoring indicators.
• Prepare draft and final reports, present findings to the Panama PSEA Network and provide actionable recommendations.

Required profile

• Advanced university degree (Master’s or equivalent) in social sciences, human rights, gender studies, international development, organisational psychology, law, public administration or related field (or a first‑level degree plus two years relevant experience).
• Minimum seven years of progressively responsible experience in PSEA protection, safeguarding, gender equality, organisational risk management, humanitarian action or development cooperation.
• Demonstrated experience conducting PSEA risk assessments and producing evidence‑based recommendations.
