Carbon Markets & Article 6 Consultant – Costa Rica

About the role

The United Nations Environment Programme (UNEP) seeks a consultant to support Costa Rica in building capacity for carbon markets and the implementation of Article 6 of the Paris Agreement. The consultant will work closely with UNEP’s Climate Ambition and Transparency Team to enhance knowledge, develop implementation frameworks, and guide national stakeholders.

Key responsibilities

• Provide technical input and timely revisions to Costa Rica’s roadmap for carbon market and Article 6 implementation.
• Facilitate active review of the roadmap by national focal points and incorporate feedback.
• Identify conditions needed for operationalising carbon‑market mechanisms and Article 6 in participating countries.
• Produce monthly progress reports for the Programme Management Officer.
• Collaborate with government agencies, GCF recipients, and other regional stakeholders to ensure compliance with institutional, technical and operational requirements.

Required profile

• Proven experience in carbon‑market mechanisms, climate policy and Article 6 of the Paris Agreement.
• Background in working with government entities and international climate‑finance programmes (e.g., GCF).
• Strong analytical and report‑writing skills, with ability to synthesize technical feedback.
• Fluency in English; Spanish is an asset.
