Associate Management & Programme Analyst (TJO)

About the role

The Associate Management and Programme Analyst supports the Enterprise Resource Planning Management Section in Panama, helping to deploy, stabilise and fully utilise the Umoja ERP system across field offices. The role combines programme monitoring, communication strategy development, quality‑assurance reviews and policy research to enhance the effectiveness of OHCHR programmes in the Americas.

Key responsibilities

• Participate in the design, implementation and evaluation of programmes and projects, including the rollout of Umoja ERP.
• Monitor programme progress, analyse data, identify issues and propose corrective actions.
• Develop and implement communication strategies and analytical tools (dashboards, reports, business‑intelligence outputs) to track performance and compliance.
• Conduct quality‑assurance reviews of administrative services, including Umoja roles, workflows and process controls.
• Provide strategic analysis of programme performance and support consulting assignments such as process mapping and workshop facilitation.
• Research, analyse and present information from diverse sources, proposing innovative presentation methods.
• Assist in policy development, survey design, data collection, analysis and preparation of written outputs (background papers, reports, publications).

Required profile

• Experience in programme or project development and implementation.
• Familiarity with ERP systems, preferably Umoja.
• Ability to develop communication strategies and performance metrics.
• Experience conducting quality‑assurance reviews and policy analysis.
• Strong analytical and research skills.
