About the role

ICS Class and Panama Maritime Training Services (PMTS) are seeking a Quality Officer and Regulatory Liaison to maintain the ISO 9001 Quality Management System and manage all regulatory authorizations with the Panama Maritime Authority (AMP) for the training centre and its branches.

Key responsibilities

• Maintain and update quality manuals for both organisations in line with ISO 9001 and STCW standards.
• Coordinate internal and external ISO certification audits and follow up on non‑conformities until closure.
• Control all documentation, including procedures, formats, records and versioning.
• Handle applications, licences and renewals with the AMP, keeping a regulatory calendar and anticipating expirations.
• Prepare documentation for AMP inspections and recognized classification societies.
• Monitor changes in STCW/IMO regulations and AMP resolutions, supporting regulatory aspects of branch expansions.

Required profile

• Bachelor’s degree in Industrial Engineering, Nautical Sciences, Maritime Administration, Maritime Law or a related field.
• ISO 9001 Internal Auditor certification (mandatory) and preferably ISO 9001 Lead Auditor.
• Minimum five years of experience in quality system management and/or regulatory affairs, preferably in the maritime or technical training sector.
• Fluent native Spanish and advanced English.
• Strong attention to detail, autonomy when dealing with government entities, and effective communication with management, auditors and authorities.

Required skills

• ISO 9001:2015 internal audit methodology.
• ISO 9001 Lead Auditing (desired).
• Knowledge of STCW and IMO regulatory frameworks.
• Document control and version management.
• Regulatory compliance and liaison with maritime authorities.

What we offer

• Full‑time onsite position based in Panama City (San Francisco office).
• Permanent contract with a monthly salary ranging from USD 900 to USD 1,300, depending on profile and experience.
• Opportunities for occasional travel between the main site and branch locations.
