Consultant – Strengthening National Disaster Risk Assessment Capacities

About the role

This remote consultancy supports the National Secretariat for Protection and Civil Defense (SEDEC) of Brazil in strengthening its disaster risk assessment capacities. Working under the supervision of the UNDRR Risk Knowledge Officer, the consultant will contribute to the implementation of the National Protection and Civil Defense Plan 2024‑2034.

Key responsibilities

• Provide technical assistance to SEDEC to enhance institutional capacity for risk‑informed decision‑making.
• Support the alignment of national policies and legal frameworks with the Sendai Framework for Disaster Risk Reduction 2015‑2030 and its Mid‑term Review.
• Develop and refine probabilistic risk metrics for resilient infrastructure planning.
• Facilitate the integration of resilience criteria into infrastructure governance and post‑disaster recovery processes.
• Assist in strategic and implementation planning for national disaster risk reduction systems.

Required profile

• Proven experience in disaster risk assessment and capacity building at the national level.
• Familiarity with the Sendai Framework for Disaster Risk Reduction and related policy instruments.
• Ability to work independently in a remote setting and deliver high‑quality technical outputs.
• Strong analytical skills and experience with probabilistic risk methodologies.
