GCF Projects Specialist Consultant

About the role

The United Nations Environment Programme is seeking a consultant to support the implementation and orderly closure of two Green Climate Fund (GCF) readiness projects across Latin America and the Caribbean. The role focuses on capacity building in carbon markets, Article 6, and advancing a regional green hydrogen economy.

Key responsibilities

• Provide technical updates on project progress, budget execution, and procurement/hiring analyses for both GCF projects.
• Review, edit, and quality‑check technical reports prepared by local consultants in the energy sector.
• Guide local and international consultants on project delivery, especially for the green hydrogen initiative in Bolivia, Chile, Trinidad and Tobago, and Uruguay.
• Contribute to the H2LAC platform by researching green hydrogen, organizing online and face‑to‑face training, and synthesising findings into policy recommendations for the region.
• Support the development of strategic frameworks that address policy gaps and enhance enabling environments for GCF programming.

Required profile

• Relevant academic background in environmental science, climate policy, energy economics, or a related field.
• Experience working on international climate‑finance or GCF readiness projects.
• Proven ability to produce high‑quality technical documentation and to coordinate multi‑country consultancy teams.
• Strong analytical skills for budget and procurement assessments.
