Cyber Threat Advisor – Migrant Smuggling

About the role

The United Nations Office on Drugs and Crime (UNODC) is looking for a Cyber Threat Advisor to support the EU‑funded Global Action against the Financial and Digital Dimensions of Migrant Smuggling Programme. Based in Panama City, the role will address cyber‑enabled aspects of migrant smuggling across Panama, Costa Rica and Colombia, working closely with law‑enforcement, prosecutors and judicial authorities.

Key responsibilities

• Coordinate programme activities related to the digital dimensions of migrant smuggling in the three countries.
• Support procurement, service‑provider management, activity monitoring and reporting.
• Liaise with government bodies, law‑enforcement agencies, regulators, ISPs and virtual‑asset service providers.
• Design and deliver training workshops on cyber investigations, digital forensics, electronic evidence, cryptocurrency investigations, OSINT and SOCMINT.
• Provide technical advice and mentoring to law‑enforcement, prosecutors and judges.
• Monitor trends, collect, analyse and visualise data to inform evidence‑based decisions.
• Contribute to reports, assessments, presentations and policy recommendations.
• Promote coordination, information sharing and visibility of UNODC’s work on cybercrime and migrant smuggling.

Required profile

• Master’s degree in IT, Computer Science, Digital Forensics, Cybersecurity, Law, International Relations, Security Studies, Social Sciences or a related field.
• Minimum 7 years of progressively responsible experience in cybercrime investigations, cybersecurity, digital forensics, electronic evidence, OSINT, cryptocurrency investigations or related areas.
• Fluent Spanish is required.
