Health, Nutrition and Population Operational Support Consultant

About the role

The Inter-American Development Bank (IDB) seeks a consultant to support the Health, Nutrition and Population (HNP) Division’s growing portfolio in Haiti. Based in Panama, the consultant will travel frequently to Haiti to assist with health‑related project implementation, monitoring, and reporting.

Key responsibilities

• Support monitoring and implementation of health activities under the HNP portfolio, reporting to the Health Specialist for Haiti.
• Review and quality‑control planning, implementation, and reporting documents (e.g., Annual Operating Plans, Multi‑year Execution Plans, procurement and financial plans, disbursement requests, semi‑annual progress reports, and evaluations).
• Identify risks and opportunities, ensure alignment with IDB objectives, and verify compliance with relevant policies and guidelines.
• Prepare internal reports, including semi‑annual Project Monitoring Reports, Technical Cooperation reports, and Project Completion Reports.
• Provide technical and operational input for the design and monitoring of research and consultancy activities financed through Technical Cooperation.

Required profile

• Proven experience in health project implementation, preferably within international development contexts.
• Ability to work under the supervision of a Health Specialist and collaborate with project executing units.
• Strong analytical skills to assess documents, identify risks, and ensure policy compliance.
• Excellent written communication skills for preparing high‑quality reports.
